Despite how much penalties have changed this year, it is still important to have a good penalty taker in your squad in FIFA. There is also a room for a newcomer on the list as West Ham United legend Mark Noble has retired.
In FIFA 22 he had the joint highest rated penalties in the game, alongside Wolves forward Raul Jiménez.
